WBTitlebar is simple command to switch the titlebar On/Off.
It doesn't take any argument.

It can be used from the command line or its icon to avoid having to
open Prefs/Workbench.
It may be useful in some script too, though for that purpose it might
be better if I make a version which also takes a Show/Hide argument.
I'll do that if there's a demand for it.
